URGENT PETITION: Dr. Abubakar Usman's Mismanagement Rocks FMC Bida
Concerned staff and citizens of Federal Medical Centre (FMC) Bida, Niger State, have petitioned against former Medical Director Dr. Abubakar Usman, alleging gross mismanagement, financial improprieties, and usurpation of office.
ALLEGATIONS AGAINST DR. USMAN:

The concerned staff and citizens of the federal medical centre (FMC), Bida Niger state wrote formal petition against Dr. Abubakar Usman former medical director FMC Bida.
Stating the the grave and urgent administrative and financial crisis currently plaguing the FMC Bida, primarily stemming from the actions of Dr. Abubakar Usman, whose tenure as medical director lawfully expired on 13th September 2025.
STATEMENT OF FACTS AND GROUNDS OF THE PETITION.
Unsurpation of office and impersonation: contrary to established public service rules and regulations of the federal ministry of health, Dr. Abubakar Usman has refused to hand over the affairs of the centre to the most senior director, the head of medical services.
He continues to parade himself, perform official functions, exercise the powers of the medical director without any lawful instrument of renewal, reappointment, or extension from the president of the federal republic of Nigeria or the appropriate ministry.
This act constitutes a gross abuse of office, impersonation, and a flagrant violation of the laws governing public service appointments.
Deterioration of critical medical infrastructure: A catastrophic decline in the state of critical medical equipment under Dr. Usman's watch, which directly impacts the centre's service delivery and constitutes a direction of duty.
Specific instances include:
i, The rendering of five (5) dialysis machines to only one (1) functional unit.
ii, The complete breakdown of the MRI machine handed over to him in functional condition.
iii, The failure of the CT scan machine, which was once the pride of the centre.
ALLEGED FINANCIAL MISMANAGEMENT AND PROCUREMENT FRAUD:
The concerned staff raised alarm regarding questionable financial transactions, particularly;
i, The procurement of a a refuse disposal vehicle at the outrageous sum of Ninety-One Million Naira (N91,000,000), an amount amount believe is grossly inflated and suggestive of fraudulent intent.
ii, Opaque and potentially fraudulent process in the award of contracts and the purchase of medical equipment.
POOR ADMINISTRATIVE AND HUMAN RESOURCES MANAGEMENT:
The tenure of Dr. Usman has been characterized by a severally strained working relationship with staff, leading to a mass exodus of professional staff from the centre.
This has created a debilitating brain drain, further compromising the quality of healthcare services and leading to widespread dissatisfaction among patients and the remaining staff.
QUESTIONABLE CONTRACT AWARDS AND STAFFING PRACTICES FOLLOWING EXPIRY OF TENURE.
- Contracts awarded after tenure expiration: Following the end of his official tenure on 13th September,2025, Dr. Usman has illegitimately presided over and authorised the award of contracts for the renovation of the doctors sleeping room, the conference hall, and the neo-natal ward.
The initiation of multi -year projects by an individual whose tenure has conclusively ended and who has less than two years remaining in public service raises serious concerns regarding the proper planning, oversight, and long-term utility of these projects for the centre.
- Over reliance on Temporary Staffing:
Under Dr usman's leadership, there has been a heavy and unjustified reliance on locum nurses instead of employing specialist, permanent staff or engaging visiting consultants.
While locum tenens are a recognised staffing solution for temporary gaps, research indicates that their predominant use can lead to challenges, including potential disruptions in care continuity and a lack of long term accountability.
This practice has contributed to the 'brain drain' and poor staff morale mentioned in your petition, as it fails to build a stable, specialized workforce and may ultimately compromise the quality of healthcare services at the centre.
In light of the foregoing, which presents a clear danger to the administration, financial integrity, and primary healthcare mandate of the FMC Bida, we hereby most respectfully pray that the relevant authority will take necessary action:
1. An immediate investigation into the status of Dr Abubakar Usman and compel him to cease and desist from further usurping the office of the medical director with immediate effect.
2. Direct the immediate handover of the centre's affairs to the most senior director, in strict compliance with the extant public service rules, to restore administrative order and stability.
3. Mandate a full-scale forensic audit and investigation into the financial activities of the centre under Dr. Usman's leadership, with specific focus on the procurement of the refuse disposal vehicle and the award of contracts for medical equipment.
4. Initiate necessary disciplinary and or legal actions against Dr. Abubakar Usman for impersonation, gross misconduct, and alleged financial improprieties, should the investigations confirm these allegations.
The continued silence and inaction on this matter is fostering an environment of impunity, administrative chaos , and industrial unrest, which is detrimental to the welfare of the staff and the citizens who depend on the FMC Bida for healthcare.
